The role that primarily facilitates team coordination during Program Increment (PI) Planning is the Scrum Master. During PI Planning, the Scrum Master is responsible for promoting collaboration and ensuring that the Scrum team understands the scope of work and is aligned with the goals and objectives for the upcoming increment.

The Scrum Master helps facilitate discussions, removes impediments, and ensures that the team adheres to agile principles and practices. They create an environment where team members can effectively communicate, share their ideas, and coordinate their efforts with other teams involved in the PI.

While the Product Owner focuses on defining the product backlog and ensuring that the right priorities are set for the team, and the Release Train Engineer coordinates among multiple teams, it is the Scrum Master’s role that is centered on facilitating the team’s internal processes and enhancing team dynamics during this critical planning event. The Agile Coach, though supportive in a broader sense, takes on a mentoring role and is not typically responsible for direct facilitation during the specific PI Planning event.
